Introduction
What Is a Qualified Individual?
What Is a PCQI?
A Preventive Controls Qualified Individual (PCQI) is a qualified individual with somethingextra: successful completion of training in the development and application of risk based preventive controls — at least equivalent to a standardized curriculum recognized by FDA – or sufficient job experience to develop and apply a food safety system (21 CFR 117.3).
FDA’s guidance names the Food Safety Preventive Controls Alliance (FSPCA) Preventive Controls for Human Food course as its example of that recognized standardized curriculum — but FDA has been explicit that no specific certification is legally mandated; equivalent training or job experience also qualifies.
A PCQI operates at the system level, not the line level. Under 21 CFR 117.180, they are responsible for:
- Preparing (or overseeing preparation of) the food safety plan
- Validating that preventive controls are capable of controlling the identified hazards
- Reviewing records — monitoring and corrective action records must be reviewed within 7 working days of being created
- Reanalyzing the food safety plan when required
The 90-Day Rule
For process preventive controls, validation must be completed – by or under the oversight of a PCQI – before the food safety plan is implemented, or within 90 calendar days after production of the applicable food first begins (21 CFR 117.160). If more time is genuinely needed, the PCQI must provide written justification. Not every control category requires this kind of validation (sanitation, allergen, and supply-chain controls often don’t), but it’s a hard deadline where it applies.
Can a PCQI Be an External Consultant?
Why This Confusion Creates Real Risk
If you’re responsible for developing, maintaining, or overseeing a food safety plan and want to build real PCQI-level competence, our FSPCA Preventive Controls for Human Food v2.0 course is designed exactly for that. Details and upcoming dates at www.decodingfoodsafety.com.
